Have you tried Langton Miniatures or GHQ?

They've changed hands, but maybe PFC CinC?

Hello

I signed up for this forum because it bothered me that there have been 2577 views of this post (including bots?), without anyone posting the answer.  :(

For any future viewers of this post, War Times Journal offers an extensive range of superb miniatures for the Russo-Japanese War, as well as the Spanish-American and First World Wars, in a variety of scales including 1/3000, 1/2400, 1/1800 and 1/1500.

The Japanese are here: http://www.wtj.com/wtj0111.html
The Russians are here: http://www.wtj.com/wtj0122.html

I hope that's useful to someone, someday. I have no connection to the company other than as a happy customer.  :)
