Oh, I get the point - but design-wise its still a clumsy mechanic, forcing a trade of units points for bonuses with no max or min. Younever know what the other guy will do, so do you ignore it or pay too much attention? And if both players over invest, you're essentially playing a smaller point size battle suddenly.
A better way is the TAC card mechanic - everyone has the same resource pool there, separate from battle size -- they just have to decide where to apply it
