I think he's just saying that GW made their Dreadfleet mat with an obvious border, and since GW is doing well as a business, there is nothing wrong with copying what they did. It's a strained comparison, perhaps.
The artwork around the edge of the mat doesn't really bother me too much, as I have larger generic sea mats already. Honestly, my guess is that if you are serious enough about your naval action to want to play a larger game that would require putting a couple of these mats together, you probably already have a larger sea mat to work with
